Client Challenge
Our client, a leading independent energy company, was due to start drilling an exploration well in the Danish sector of the North Sea. During the planning process, they had identified crew resource management and crew competence issues associated with:
- Reactivating a jack-up rig which had been warm-stacked earlier in the year, and;
- Moving the rig to a new location with subsequent changes in regulatory regime.
The relatively short duration of the operation (circa 35 days) meant the client had no option but to hit the ground running with the optimum crew, equipment and systems in place - demonstrating best practice HSE was key.
How we helped
HSE Compliance
During our delivery of well project management and engineering services for the drilling campaign, our HSSE team provided HSE support throughout the well delivery process from the 'concept' and 'select' phase right through to 'execution' and 'evaluation'.
No stone was left unturned, from addressing suitable management of major accident hazards and implementing a positive safety culture to evaluating the competence of personnel involved in the operation. Numerous major accidents in the oil and gas industry have shown us the potential human and environmental consequences of failing to get any one of these elements right.
Early engagement with HSE counterparts representing both the operator and drilling contractor during the initial 'Concept phase' of the project ensured positive working relationships were established right from the start. Key HSE documentation was then able to be developed in an efficient manner easing the implementation process prior to operations commencing and thereby maximising compliance through the execution phase of the project.
Robust and thorough HSE audits of all tier 1 contractors involved in the project were conducted. This allowed sufficient time for prioritised actions to be addressed and verified by LR.
Rig move success
We evaluated and mitigated risks associated with the rig move using thorough risk assessments and applying out expertise in rig positioning.
Emergency preparedness
Our risk management experts conducted an emergency response exercise in advance of operations commencing, testing the effectiveness and resilience of the plans in place. The format of which was extended for implementation on their existing and future operations.
Powerful Results
The exploration well was successfully drilled in compliance with regulatory requirements, without injury to personnel or unintentional release to the environment.
- Zero incidents resulting in injury to personnel.
- Zero unintentional releases to marine environment.
- Zero losses of containment.
- Zero impairments in safety or environmentally critical equipment.
